At the event, Mr. Florian Feyerabend, the Resident Representative of KAS Vietnam, expressed the opinion that Germany’s impact assessment measures and regulations could be relevant for application in Vietnam. He emphasized specific points outlined in the document known as the “Joint Rules of Procedure of the Federal Ministries” (Gemeinsamen Geschäftsordnung der Bundesministerien/GGO in German).”
During the morning session, participants engaged in an expert dialogue, focusing on the recent amendments and supplements introduced by Decree No. 56/2024/ND-CP to several articles of Decree No. 55/2011/ND-CP. Additionally, they discussed the changes made by Decree No. 59/2024/ND-CP to various articles of Decree No. 34/2016/ND-CP (which had previously been amended and supplemented by Decree No. 154/2020/ND-CP).
According to Mr Tran Anh Duc, Deputy Director General of Department of General Affairs in Legislative Development, the Decree No. 56/2024/ND-CP (issued on 18/5/2024) formulates 4 key points which have crucial implications to legal officers and legal organisations.

Delegates expressed concerns over the overlapped responsibilities of policy makers at ministries, committees, and provincial levels and how current income policy is not inclusive of them. Specifically, some delegates confirmed their tasks not only involved law making but other specialized tasks such as inspection and budget planning. In addition, provincial representatives inquired circumstances and procedures in which local-level law makers are autonomous to propose and implement law.
Following the dissemination of new decrees in the morning, a professional training session in the afternoon equipped participants with the specific skills assessing the impact of policies in the development of legal normative documents. The lecturers concentrated on 3 main aspects of impact assessment, including: social, economic and gender aspects. Lecturers agree that resources and specification of law are necessary to facilitate effective assessment.
In conclusion, the major setback to the impact assessment of policies in development of legal normative documents include insufficient number of law makers at lower level due to unattractive income regime and demanding responsibilities attached to specialized Ministries or Committees.
