Die Korruptions- und Bestechungsaffäre im Parlament lähmt die brasilianische Politik. Durch die Entlassung seines „Chefministers“ Dirceu versucht Präsident Lula da Silvapolitische Handlungsfähigkeit zurück zu gewinnen. Doch die halbherzigen Aufklärungsversuche der Regierung und der Arbeiterpartei bringen vorerst keine Entlastung. Eine politische Reform wird zunächst keinen Ausweg aus dem Dilemma weisen. Bis zu den Wahlen im Oktober 2006 ist mit politischem Stillstand zu rechnen.
