The Ukrainian Energy Security Dialogue is an annual platform that unites Ukrainian, European, and American stakeholders around pressing topics related to Ukraine’s and the region’s energy security.
The ongoing Russia’s aggression in Ukraine has seen escalated attacks on critical energy infrastructure. These attacks threaten, both the resilience of the power systems and national energy security. The destruction of substations, thermal and hydroelectric power plants, targeted bombing of power lines (including interconnectors with neighbouring countries), and risks to nuclear power plant
operations underline the severity of these challenges. Without robust interventions, millions of Ukrainians will face severe power shortages, leading to humanitarian crises and potential further migration waves.
To ensure resilience and independence, the energy sector of Ukraine needs urgent measures to address immediate winter challenges, medium-term recovery priorities, and long-term strategies. International support, innovative solutions, and structural reforms will play a critical role in achieving this goal.
The document consists of the following sections:
- Immediate priorities: winterization and resilience;
- International support to Ukraine’s energy sector;
- Medium-term recovery and integration, and strategies for sustainability and independence;
