XXIV National Meeting of the Forum CB27

Circular Development: Implementation and challenges

The XXIV National Meeting of the Forum CB27 took place between the 16th and 18th of March, along with the I International Conference on Solid Waste (CIRSOL) and the I National Meeting of ICLEI Brazil, in Recife. The Municipal Environment Secretaries of Brazilian capitals participated in sessions of CIRSOL and the National Meeting of ICLEI Brazil with other public managers and specialists, with the aim of presenting good practices and successful experiences in Brazilian capitals and bringing inputs to the environment management on solid waste management standards.

This year, the Forum CB27 completes 10 years of existence, after its constitution within the scope of the Rio +20 conference, in 2012. Considering the maturing of the forum and the expansion of global environmental and climate governance, recognizing the fundamental role of cities to implement global agendas, the priority theme and strategy for this year will be International Cooperation for Sustainable Development.

 

It was in this sense that the Forum's National Coordination, KAS Brasil and ICLEI América do sul, CB27's supporting partners, prepared the first meeting of the year with the participation and articulation of secretaries in agendas and with international stakeholders. Therefore, the XXIV National Meeting of the Forum CB27 focused on the theme of circular development, in line with the 1st International Conference on Solid Waste (CRISOL) and the 1st National Meeting of ICLEI Brasil. Both events took place in Recife, at Centro Cais do Sertão. The greenhouse gas (GHG) emissions generated by the event were offset in a partnership signed between ICLEI, the Novo Olhar consultancy, which carried out the technical survey, and the Brejo da Madre de Deus City Hall, which donated the 154 seedlings estimated for compensation.

 

The experiences of the secretariats of the Amazon region were highlighted, with presentations from Rio Branco, Manaus, São Luís, Palmas, Porto Velho and Macapá, in addition to the presentation of state and municipal government initiatives in GHG mitigation, with the participation of Porto Alegre and João Pessoa. Also, the meeting was an opportunity to establish partnerships: Recife, as the 16th most vulnerable city to the effects of climate change, according to the Intergovernmental Panel on Climate Change (IPCC), will be the first in Latin America to participate in a project to create insurance against climatic disasters, promoted by ICLEI, in partnership with KfW - Development Bank of the German Government.

 

In addition to the technical exchange, the General Assembly of the forum was held, in which important issues for institutional maturation were discussed. The strategic planning for 2022 was validated around the main theme: International Cooperation for Development, and the election of the new National Coordinator for the year 2022 took place. Already graced by the initiatives of Recife, the representatives present chose the Municipal Secretary of the Environment and Sustainability of Recife, Carlos Ribeiro, by acclamation.
