Abdallah underlined the need for the setting of priorities, especially against the background of the current unstable political and economic situation of the Palestinian Territories. The Palestinian Reform- and Development Plan serves as a first step in this direction. First priority is to be given to education, with the aim being to encourage civil society to participate in the political discourse. Fighting corruption, enhancing the qualification of high-ranking government officials and reforms in the field of the rule of law can only be achieved by active participation of the Palestinian civil society. Furthermore, Abdallah underlined the importance of the international donor community for the Palestinian Territories. A successful implementation of the strategic plan will only be possible by means of international support. The aim is to strengthen good governance and stability and in this way encourage the people to gain new confidence in the government.
Additionally, Abdallah emphasized the challenge the Palestinian Territories are confronted with, due to Hamas being in control of the Gaza-Strip. More specifically, he referred to the lack of the rule of law. The Palestinian Reform- and Development Plan is intended to serve as a first step in reviving the relations with the international community and create mutual trust.
The subsequent discussion focused on a more detailed analysis of the Palestinian Reform- and Development Plan and revealed the impatience of the Palestinian people with regard to first concrete results.
The office of the Konrad-Adenauer-Stiftung in Ramallah supports the development of the rule of law in the Palestinian Territories in cooperation with the Institute of Law (IoL) at Birzeit University in the framework of the lectures series Legal Encounters.
