This forthcoming Panorama Issue seeks to explain to a foremost European Audience that Maritime Security in the Indo-Pacific matters significantly for “back home", and addresses how the EU and its Member States can or should engage to build partnerships in this area. Lastly, what parallels are there to be drawn between the Indo Pacific and Europe (similar “theatres” of action: hybrid warfare, protection of submarine cables, freedom of navigation), will constitute the major contribution of this publication.

European Perspectives on Maritime Security in the Indo-Pacific

The Indo-Pacific region stands at a critical juncture in maritime security, with geopolitical tensions dramatically rising in the South China Sea and surrounding waters. As nations navigate the complexities of sovereignty, territorial claims, and international law, the importance of a robust maritime security framework has never been more apparent. Maritime security encompasses the protection of maritime interests, including navigation, trade routes, and territorial integrity, and it plays a pivotal role in maintaining regional and global stability.

Given the interconnectedness of today's world, maritime security is particularly relevant to a European audience. Europe relies heavily on trade that traverses these waters, and any disruption in the Indo-Pacific can have far-reaching economic and political consequences. Moreover, as Europe seeks to further engage with its partners under its Strategy for Cooperation in the Indo-Pacific, an understanding of the challenges and dynamics in the Indo-Pacific are essential for fostering effective international partnerships and promoting a rules-based global order.

This forthcoming Panorama Issue seeks to explain to a foremost European audience why maritime security in the Indo-Pacific matters for “back home”, how the EU or Member States can engage or build partnerships in this area, and what parallels are to be drawn between the Indo Pacific and Europe (similar “theatres” of action: hybrid warfare, protection of submarine cable, freedom of navigation)

We invite scholars, practitioners, and experts to contribute their perspectives on this pressing issue. Potential contributions can encompass a wide range of topics, including but not limited to:

  • Regional Partnerships: What partnerships are emerging to enhance maritime security? How can existing alliances like ASEAN, AUKUS, and Quad adapt to the evolving landscape? Is there a niche to fill by the Europe? Can Europe attach itself to one of these alliances?
  • Security Strategies: What innovative strategies can nations employ to enhance their maritime security capabilities? How can technology and intelligence-sharing play a role?
  • Economic Considerations: How do economic interests, including trade routes and resource exploitation, influence maritime security strategies?
  • Highlighting the EU: How can the new EU Commission and, in its extension, the new Commissioner for Defence put in Europe’s weight in the Indo-Pacific? Is the EU gradually becoming a security actor? What are the expectations of Europe, can it attach itself to one of those alliances? What about “symbolic” policies?
  • Linking the “Theatres”: parallels between the Indo-Pacific Security and Europe’s security (shadow fleet, attack of submarine cables)
  • Discussing Europe in light of major powers’ presence (China, US)

Potential Guiding Questions for Authors:

  • In what ways can regional cooperation enhance collective maritime security efforts?
  • How do countries in the region see Europe’s heightened engagement in the Indo-Pacific? Could it complement one of the alliances present in the region?
  • How can multilateral institutions be leveraged to improve maritime security in the Indo-Pacific?

Requirement

  • 3500-4000 words incl footnotes (approx. 8-10 pages)

  • Participation at the Launch of the publication (workshop, conference) in the region

If you are interested in contributing a paper for our next issue of Panorama, please send us the topic & title and brief outline/abstract of the paper (1paragraph) to Moritz.fink@kas.de by 16th March. 

Once we accept your abstract, we expect to receive the first draft of the paper by 11th May 2025. Two rounds of reviews are the norm.
