The aim of this project is to help Montenegro implement a programme of judicial reform and training that accelerates the adoption of European human rights standards in law and practice, and addresses key weaknesses identified in the EC (European Commission) Montenegro Progress Reports and the European Partnership.
The project will organize 2 targeted training modules for 60 judges, prosecutors, lawyers, Ministry of Justice and Ministry for Internal affairs representatives, public direction, Human rights keeper and also the representatives from civil sector by the end of 2011 (May and November). These training modules will bring Montenegro’s judiciary and legal practitioners together with experts from UK (AIRE Centre from London) and Europe to assess the Montenegro’s legislation and practice against ECHR (European Convention on Human Rights) and other European legal standards, as well as the overall transparency and efficiency of the judicial decision making.
The programme focuses in particular on:
- identifying areas where the domestic laws and their implementation fall short of international standards, and recommending appropriate action to remedy this;
- strengthening the independence and efficiency of the judiciary; and its role in the fight against the corruption and organized crime.
