The KAS ADELA Regional Program, together with the cooperation of SALMA Dialogue and Crime Stoppers are organizing the "KAS ADELA/SALMA Dialogue for Peace and Security Conference 2023: For a more Efficient Maritime Security in the Central and South Atlantic II" from May 6-9, 2023 at the JW Marriot Hotel, Panama City, Panama. This is part of the SALMA Dialogue series of conferences, a series of projects of the ADELA Regional Program and is framed within the security focus of KAS ADELA.
In recent years there has been a growing demand in Latin America and Africa to develop a security and defense policy that safeguards the political, economic and social interests of the states in these regions. However, achieving a certain degree of protection against threats related to organized crime represents a challenge for States due to the transnational nature of these dangers. Therefore, interconnectivity between different actors such as governments, armed forces, parliaments, businesses and other stakeholders is necessary in order to forge alliances, achieve integration and create synergies to safeguard the integrity of the regions.
Maritime security is one of the solutions to this problem. Its absence represents an imminent threat if it is not adequately guaranteed in countries with access to the sea.
In this sense, maritime security in the Central and South Atlantic is increasingly the subject of national and international attention and interest in both regions due to the negative effects of organized crime (and then beyond to the United States).
In order to start building a supra-regional maritime security policy, it is necessary to establish a platform involving actors from politics, the military, international institutions and the economic sector from both sides of the Atlantic Ocean.
In this context, the more developed countries of the region should assist and encourage the others by strengthening the human and institutional capacity of governmental cooperation and PPPs.
Intercontinental cooperation can encompass different aspects of the military and non-military challenges of maritime security. It can also include more subtle dimensions related to maintaining free maritime routes for the steady flow of food, people, goods and ships, port security and the use of maritime domains.
From this perspective, the SALMA Dialogue for Peace and Security tends to create a suitable space to stimulate South-South and Triangular Cooperation (SSTrC), thus generating more synergies and achieving greater impact through global maritime security strategies.
The conference will be attended by foreign and security policy makers, ministries of foreign affairs and defense, senior representatives of the national armed forces (especially the navy), international institutions and the private sector.
