Regional Dialogue for Climate Deliberation in Sub-Saharan Africa

Climate change is one of the defining challenges of our time, which will determine the fate of coming generations on our planet. Climate action since the 2015 Paris Agreement shows that while solutions are available, neither ambition nor implementation are progressing at the required pace. Democratic institutions must adapt not only to protect societies and the environment, but also since climate change poses an existential risk to democracy. Democracy will struggle to remain a credible and legitimate political system if it does not promote effective solutions to the climate crisis.

Southern Africa after the Election Year 2019

In May 2019 the African National Congress (ANC) won another, though this time unconvincing, electoral victory in South Africa. President Ramaphosa has to deal with a difficult political and economic situation after the “State Capture” of the network around former president Jacob Zuma. Ramaphosa’s “New Dawn” pledges of economic growth and anti-corruption have so far not been implemented with the desired effectiveness, not least due to intra-party disputes within the ANC. At the same time, the largest opposition party, the Democratic Alliance (DA), struggles to find a new strategy after internal disputes and the election of a new leadership which raises new questions about the role of opposition parties and coalition building.

The scope of the two-day consultations is for the African Major Groups and Stakeholders to prepare their inputs for the next session of the African Ministerial Conference on the Environment (AMCEN) and discuss the outcomes of the fourth session of the UN Environment Assembly. The outcome of the meeting will be a regional statement by the Major Groups which will constitute, among other things, recommendations on the UN Secretary General’s Special Summit on Climate Change.

The workshop will train African young Ambassadors on climate negotiations methods as preparation to their participation to COP 25. Climate finance, aid and financial and technological transfers remain at the center of discussions between Southern and Northern countries. Access to resources for active organizations, including women's and youth associations, is an issue of international networks of civil society.

COP28 Outcomes

Have African Interests and Priorities been addressed?

The Conference of Parties to the United Nations Framework Convention on Climate Change (COP28) attracted a record number of participants. Over 97,000 individuals were registered for on-site attendance in Dubai, United Arab Emirates (UAE) and another 3000 were admitted for virtual participation. While being viewed as the most important COP for accountability for climate action, COP28 provided delegates, on behalf of their parties, to deliberate and reach decisions on fast-tracking energy transition; climate finance; centering nature, people, lives, and livelihoods; and strengthening inclusivity. In large alignment with COP28 thematic areas, the African interests and priorities in this year’s global climate summit were outlined by the African leaders in their common position submission including Global Stocktake (GST); strengthening adaptation actions; operationalization of the loss and damage fund; just energy transition; and a push for Africa to be granted the special needs and circumstances status.
